Upon completion of all requirements other than the board of review (BOR), the blue cards, Project Workbook, Application, worksheet, and life statement are submitted to the Council in the Packet envelope.

Blue cards are arranged in the same order as the Eagle application with the completion date side showing.

A copy of the application and the Project remain with the Adv. Chairman so requests for letters of recommendation can be made.

Council forwards submitted packet to District Advancement Chairman. District Adv. person will contact Troop to schedule BOR.

To the BOR the candidate brings his handbook and is in full uniform. The Adv. Chairman brings the printed letters of recommendation and four copies of the Project Report.

The Board assembles, reviews all the paperwork, and then summons the candidate. This preparation takes about 20 minutes.

At the conclusion of the BOR, the Scout will receive his blue cards and the Troop will receive the packet and materials to be returned to Council, which are the signed advancement and Eagle application forms (if the decision is unanimous that the candidate is now an Eagle). The BOR will informally request to keep 2 - 3 project copies.
